What was delivered: digital apps, smart systems, and platform standards. What was missing: a unified architecture of how the city actually operates across departments.

What was delivered: IT modernization of core systems and select processes. What was missing: a unified enterprise architecture connecting strategy, risk, products, and operations.

The university didn’t build its enterprise anatomy — it framed IT cleanup as architectural achievement. And without that anatomy, no transformation — academic or operational — can sustain or scale.

What was delivered: modern systems, connected platforms, and digital touchpoints. What was missing: an enterprise anatomy that links care, people, and operations structurally.

This was not a model of the telecom enterprise. It was a model of its IT landscape.

And so, like 1820 medicine, they certify surface practices — but lack anatomy understanding.

But in reality, what’s often called “IT architecture” is little more than a catalog of tools, infrastructure layers, and governance slides. What’s missing is structure (anatomy). Not documentation — but a functional blueprint how it works.

From the ICMG Enterprise Anatomy lens, this was not EA. There was no structural model of how the supply chain operates, adapts, escalates, or recovers under real-world complexity. The enterprise was monitored — not modeled.
