If IT Enables Integration, Why Isn’t TOGAF Leading Enterprise-Wide Strategy?

Most architects trained in TOGAF confidently declare: "IT enables integration." On the surface, this sounds reasonable. After all, technology indeed connects data, workflows, and communication. But there's a deeper contradiction here—if IT truly "enables" integration, why does TOGAF-certified Enterprise Architecture rarely shape enterprise-wide strategic decisions beyond IT?
