They Built Digital Platforms. But Not the Architecture of Government Execution.

This case is one of 19 ministries examined under ICMG’s cross-government diagnostic in the Middle East.
From the UAE’s Digital Government programs (Dubai Smart Government, Abu Dhabi Digital Authority, Smart Dubai Office etc.) to Saudi Arabia’s Digital Government Authority (DGA), and from Qatar and Egypt’s Ministries of Communications and IT to Jordan’s Ministry of Digital Economy and Entrepreneurship — digital systems were implemented.
But none of these authorities had structurally modeled how government operates, scales, or responds.
What emerged was this:
Government was modernized on the surface — but unstructured beneath.
