Vehicles Were Tracked. But the Transport System Was Never Designed.

This case is one of 19 ministries analyzed in ICMG’s structural diagnostic across the Middle East.
From Saudi Arabia’s Ministry of Transport and Logistic Services, to Qatar’s Public Works Authority (Ashghal), to the UAE’s Ministry of Energy and Infrastructure, Dubai’s Roads and Transport Authority (RTA), and Abu Dhabi’s Department of Municipalities and Transport (DMT) — nearly every country has launched transport digitization programs.
From GPS fleet tracking and digital licensing to smart dashboards and mobility portals, major investments have been made.
But across all of them, we found the same pattern:
Systems were digitized. But the transport enterprise was never architected.
