Case M29: Youth & Sports – Campaigns Were Run. But the Anatomy Behind Youth and Sports Operations Was Never Architected 💲

Part of the “One Government, One Anatomy” Review

This case is one of 30 authorities analyzed in ICMG’s anatomy diagnostic across the Middle East Ministries.

From the UAE General Authority for Youth and the Ministry of Community Development, to Saudi Arabia’s Ministry of Sport and General Authority for Youth Welfare, Qatar’s Ministry of Sports and Youth, Bahrain’s Ministry of Youth Affairs, Oman’s Ministry of Culture, Sports and Youth — every nation had flagship programs, investments, and campaigns.

Youth festivals were vibrant. Sports events were televised. Innovation hubs and AI upskilling platforms were launched.

But beneath the surface, we found the same structural void:

Campaigns were run. Events were hosted. But the enterprise structure behind youth engagement and sports governance — across education, wellness, career readiness, federations, and inter-ministerial action — was never architected.
