This case is one of 19 ministries examined as part of ICMG’s cross-government diagnostic across the Middle East.
From the UAE’s Ministry of Energy & Infrastructure, Saudi Arabia’s Ministry of Municipal and Rural Affairs & Housing, Qatar’s Public Works Authority (Ashghal), Oman’s Ministry of Housing & Urban Planning, and Bahrain’s Ministry of Works — large-scale infrastructure programs are in full motion across the region.
But across all of them, we observed the same structural flaw:
Projects were delivered. But public works never became a system.
