From Qatar’s Ministry of Municipality, Saudi Arabia’s Ministry of Municipal and Rural Affairs & Housing, to Dubai’s Smart Dubai Office, Abu Dhabi’s Department of Municipalities & Transport, and Bahrain’s Urban Planning & Municipal Affairs (under the Ministry of Works, Municipal Affairs & Urban Planning) — municipal modernization is underway across the region.
But what we found was this:
Smart city tech was deployed. But city governance was never architected.
